1. Request for Information Disclosure
- ① Applicants may access the original document through the Information Disclosure System (www.open.go.kr) or submit an application to the relevant public institution.
- ② Application form details
- The application must include: name, resident registration number, address, details of the requested information, preferred format, and disclosure method.
- Applications may be submitted by mail, fax, in person, or through the Information Disclosure System. Once received, the institution records the request, issues a receipt, and forwards it to the responsible department.
2. Decision on Disclosure
- ① The public institution must decide on disclosure within 10 days of the request, with a possible extension of up to 10 days in unavoidable cases.
- ② If the request involves a third party, the institution must notify them and, if needed, consider their opinion before making a decision.
- A third party may object to disclosure within 3 days of receiving notification and request non-disclosure.
- Matters to be determined and objections to be reviewed by the Information Disclosure Deliberation Committee, which operates within national agencies, local governments, and government-invested institutions.
3. Disclosure of Information
- ① When disclosure is approved, the applicant is notified of the date and location, and the information must be provided within 10 days of the decision.
- If the requested information is extensive, it may be provided in stages, with the full process completed within 2 months.
- If the information can be separated, partial disclosure is allowed as long as it fulfills the purpose of the request.
- ② If disclosure is denied, the applicant is immediately notified in writing with the reasons and the process for filing an objection.
4. Methods of Public Disclosure
- ① Documents, drawings, cards, photos: Viewing or receiving copies
- ② Films, audio recordings, videos: Viewing, listening, or receiving reproductions
- ③ Microfilms and slides: Viewing, listening, or receiving copies
- ④ Electronic information: Files may be copied and sent via the Information Disclosure System, stored on media, or provided for viewing, listening, or printing.
