Admission and Completion
- Trainees shall be selected according to the purpose of each course in order to maximize training effectiveness.
- Each city and province shall notify the Principal the designated trainees for each course at least 10 days prior to the commencement of training..
Any replacement or cancellation of a trainee’s admission requires prior approval from the Fire Academy Principal. - Trainees must bring the required items (see “Required Items” section) and complete their admission registration by 08:30. For commissioned training courses, registration times may be set separately. Trainees who fail to register on time will be reported by the Principal to their affiliated agency.
- If a trainee fails to register within the specified time, the Principal shall prepare a list of unregistered individuals and notify their affiliated agency.
- For each course (excluding), trainees who attend at least 90% of the total class hours and achieve a minimum score of 60 out of 100 will be recognized as having completed the course, in accordance with the certification evaluation and the Academy’s regulations (see Appendix 3: Education Days for Graduation and Completion).
- Completion of the beginners requires at least 90% attendance, an overall score of 70 or higher, and a minimum score of 60 in Principal-designated practical field training.
- A Graduation Certificate is awarded to those who complete the new recruit training program, while a Certificate of Completion is awarded to those who complete professional or commissioned training courses. Certificates are not issued for courses lasting two weeks or less.

Evaluation
- Beginners Course: Completion. Graduation requires a score of 70 or higher out of 100.
- Advanced Course (Fire Lieutenant and below): Completion. A score of 60 or higher out of 100 is required.
- Online Education Course: Participants who achieve a progress rate of 80% or higher and an evaluation score of 60 or higher out of 100 will be recognized as having completed the course.
- Detailed standards for credit and evaluation management will be determined in a separate plan.
Training Schedule
- The training day lasts 7 hours, and trainees must be seated in the classroom 10 minutes before the start of class.
- When the class is finished after 18:00, leisure time may be used for club activities, sports, hobbies, or self-study.
- Training for fire officials is conducted under a dormitory system, and trainees may take leave during their stay.
- Trainees can go out on Wednesdays, overnight leave on Fridays, and on the day before a public holiday after the classes.
- For advanced courses, daily leave is permitted. For the beginners, leave is only permitted on Wednesdays until the midpoint of the program, after which daily leave is allowed.
Instructor Utilization
- Instructors include both the Academy’s and external faculty.
- The Academy’s faculty are categorized as full-time and part-time instructors and are prioritized for professional subjects.
- External faculty are invited based on their expertise and integrity, focusing on liberal arts subjects, and should be professors (full-time or higher) from a two-year college or higher, or other qualified experts.
- Feedback from trainees on new instructors is actively incorporated into training management. Instructors are also required to submit a summary of key lecture points in advance to ensure thorough preparation.
- Assistant instructors responsible for practical field training meet together five days before the start of training to ensure thorough preparation.
